Pusakan Teras daripada Pejabat Unit Rancangan Pembangunan Kota Bharu, Jabatan Perancang Bandar dan Desa Semenanjung Malaysia akan memberi input sebagai timbalawan, terutama dalam memastikan kajian disediakan selaras dengan format asas rujukan dan kualiti yang ditetapkan. Pasukan Teras kajian akan juga memberikan kerjasama didalam mengumpul data-data tanah terutama dimana "retrieval", adalah terhad kepada pihak perunding.
